The Sacramento County Department of Waste Management and Recycling has completed the land use feasibility analysis (LUFA) for the buffer lands surrounding the Kiefer Landfill. This analysis will help determine potential future uses of the 2,000 foot buffer area and other County-owned lands around the landfill. The County Board of Supervisors reviewed the LUFA, heard staff report on the process, and received public comment at a public workshop on February 26, 2008. Click here to view the LUFA report

Please continue to visit this website for updates. What is the Kiefer Buffer Lands Land Use Feasibility Analysis (LUFA)? The Sacramento County Board of Supervisors established a “buffer land” zone surrounding the property boundary of the Kiefer Landfill in response to local residents' concerns regarding the solid waste disposal operations at the landfill site. The specific purpose for creating the buffer lands was to avoid encroachment of residential, commercial, or more intensive agricultural activities that may conflict with the existing and future operations of the landfill site. In addition, it was essential to provide a buffer zone to separate adjacent land uses from landfill operations. The buffer lands consist of property owned by the County as well as others. At present, there are no specific guidelines to direct the appropriate future use of the buffer lands. The County has determined that evaluation of potential land uses and identification of preferred future use activities is appropriate in developing a management plan and formal guidelines for use of the buffer lands surrounding the Kiefer Landfill. The goals of the LUFA Project are to develop a land use plan that will: • Ensure the continued use of the Kiefer Landfill to the end of its useful life Where is the LUFA Project Area? The Kiefer Landfill is owned and operated by the County of Sacramento and is located approximately 15 miles from the City of Sacramento on 660 acres of land. The project area is generally bounded by Jackson Road (Highway 160) and Grant Line Road. The Kiefer Landfill is the main disposal facility for a significant portion of the municipal solid waste generated within Sacramento County and receives 680,000 tons of waste annually.
